OER Impact Study (2011) identifies a range of indicators

The range of reasons stated for choosing OER in surveys and focus groups for the OER Impact Study suggests that there are many different approaches taken to identifying and selecting resources.

All in all, 129 separate reasons for choosing a particular resource were identified through focus groups and interviews with teachers and students.

The researchers categorized the reasons given as pedagogic (intent, granularity, fit. need);  relevance of content; provenance of the institution; media formats; and logistical factors (licensing, IP).
