As noted by iNACOL (2013), Virginia state legislature in 2009 adopted a policy that clarifies intellectual property rights for state employees. This legislation permits state agencies and employees to release potentially copyrightable materials produced with public funds under an open license (Patent and Copyright Policies, H.B. 1941, 2009).
